Staff at stores in Shenley Road are risking killing their own trades by taking away opportunities for customers to park in the high street.
Hertsmere Borough Council should have done more to tackle this problem sooner, having been aware of the situation since last August.Parking attendants should not just be checking tickets to see if they have expired but also keeping a watchful eye on people who flout the system to save money.
