In September health watchdog inspectors put the NHS trust in charge of St Albans City Hospital into special measures.
The Care Quality Commission reported serious failings in the safety and quality of care and rated West Hertfordshire Hospitals NHS Trust as 'inadequate'.
Problems reported included long delays for accident and emergency patients, lack of nurses and major staff shortages in the maternity unit.
