Pay by phone parking introduced in Hertsmere Borough Council car parks

Drivers will be able to pay for parking using their mobile phones in council-owned car parks
Drivers will be able to use their mobile phones to pay for parking in Hertsmere from tomorrow.
Hertsmere Borough Council is launching a pay by phone service in council-owned car parks in Borehamwood, Radlett, Bushey and Potters Bar.
To use the new service, drivers have to register their vehicle and payment card details. They will then be able to pay for parking either by calling the pay by phone number, going to the pay by phone website or using the app.
There will also be the option to receive a text alert when the parking session is about to end.
Councillor Jean Heywood, portfolio-holder for the environment and transport, said: “As a council we want to make parking in the borough as easy, convenient and stress-free as possible for drivers.
“Pay by phone is really quick and easy to use. It eliminates the need to find change, and queue for the machine, all the sort of things that can be tiresome when you are in a hurry.”
The council's civil enforcement officers will know which motorists have paid by phone via an instant messaging service.
The service will be available in addition to the existing cash pay and display machines.

what about those that dont own a mobile phone or have a bank card or simply dont want to use their bank card.
they tried this in barnet and it has failed miserably .
