Hertsmere Borough Council has agreed to look into plant screening around recycling banks in Radlett, following concerns they are an eyesore.
Aldenham parish councillors want the recycling bins, at the entrance to Newberries Car Park off Watling Street, to be moved into the car park.
Parish council chairman, Councillor John Howley, said: "The bins are frequently untidy, the site itself is not well ordered and it would be less of an eyesore, and more well ordered, if they were moved into the car park."
Parish councillors have suggested the banks could be moved into marked spaces at one end of the car park for a six-month trial period.
However, borough recycling officer Faye Clamp said it could be counter-productive to move the banks, which were installed, along with hard-standing, on the site outside the car park several years ago, following consultation with the parish council.
She added that lorries emptying the banks had problems accessing car parks because of height restriction barriers, and that the present site was visible and well-used.
To improve the look of the site, some banks have been refurbished, with further improvement work planned.
Ms Clamp added: "We have also agreed to look at doing screening or planting around the surrounding area that would be in conjunction with the development, by Prowtings, at the adjoining site.
"We are making every effort to improve the visual amenity, but, for servicing and ensuring residents are fully aware that the site exists, to move would be a backward step."
