A total of 85 people died of coronavirus in east London care homes between the start of the pandemic and May 22.
Figures from the Office of National Statistics show Havering care homes lost twice as many residents to the virus as those in Waltham Forest.
There were 38 care home deaths in Havering, compared to 28 in Redbridge and 19 in Waltham Forest.
This is despite the fact that Havering does not have significantly more care homes than the two other boroughs, according to carehome.co.uk.
The website listed Redbridge as having the most care homes, with 76 in the borough, compared to 63 in Havering and 52 in Waltham Forest.
However, Redbridge and Waltham Forest saw more deaths from the disease at home - 23 and 22 respectively - compared to just 13 in Havering.
Between the three boroughs, there were six deaths listed as “elsewhere” or “other communal setting”.
