Police dogs, a helicopter, and officers were called to a street in the middle of the night after reports of two people trying to break into cars.
Someone living in Kemp Place in Bushey heard a car alarm going off at around 1.30am yesterday (Wednesday) and called the police.
The neighbour said they spotted someone trying to break into a car before the suspects were seen making off on a moped.
Shortly after, another neighbour saw two people with torches in Bournehall Avenue.
Units from Hertfordshire Constabulary turned up and the suspects made off towards Moatfield Park.
A police spokesman said: "At 1.37am yesterday, officers were called to Kemp Place after reports that two people were seen allegedly trying to break into cars.
"After a search by the BCH dog unit and police helicopter, two males were arrested."
• A 16 year old boy from Stanmore was arrested for attempted theft from motor vehicle. He has since been released under police investigation.
• A 21 year old man from Harrow was arrested for attempted theft from motor vehicle. He has since been released under police investigation.
