Travellers have left a park and are also believed to have left the Borehamwood area.
Hertsmere Borough Council was in the process of seeking a removal order which was due to be heard on Friday after telling them to leave on Monday.
Six caravans moved into Ripon Park last Saturday but three had left by Wednesday.
This morning, the council confirmed all caravans had left the park.
There were reports that rubbish was left behind.
A council spokesman said: “We can confirm that waste had been left behind in Ripon Park following the departure of the travellers this morning and a clean-up process has taken place.
"Our Environmental Health team will be looking at options for taking legal action over the waste, which had been dumped illegally.”
