There are major traffic delays with people waiting more than 2 hours to get out of a car park.
Users of the Boulevard Shopping Car Park, off Theobald Street, in Borehamwood, have been waiting more than two hours to get out of the car park.
Police are currently at the car park after being called to a number of people screaming and shouting at each other.
They were called at 1.26pm today and they have opened the road to Clarendon Road.
One resident who has been waiting for more than two hours described it as "absolutely horrific".
Apparently this is caused by the roadworks on Theobald Street.
Terry Douris, Cabinet Member for Highways, said: “We apologise for any inconvenience experienced by users of the Boulevard Shopping Car Park in Borehamwood.
“The resurfacing scheme on Theobalds Street had been signposted in advance, warning of the closure and that delays may occur due to the nature of the work.
"When undertaking roadworks we try to maintain access to businesses and properties as much as possible but there are occasions when this has to be restricted for the safety of the public and workers.“
