1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow proposes to make the above mentioned orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.

2. Overview - the general effect of the orders is to transfer some streets which lie to the east of George Gange Way In CPZ CA, into zone CPZ J, and extend zone CA to Include Byron Road, Wealdstone, and streets to the east. Additional waiting and loading restrictions are also proposed within the consultation area, as well as amendments to the times of operation and permit usage of existing shared use parking places. These proposals are detailed below.

3. Proposed extension of Controlled Parking Zone J

The following roads or parts of roads are proposed to be included in Controlled Parking Zone J for permit eligibility, which operates for the hours of 7am to Midnight, Monday to Sunday. The parking places and single yellow lines in the following roads would therefore adopt the same times of operation as Zone J, changing from the existing zone CA times of 10am to 11am and 2pm to 3pm Monday to Friday, to 7am to Midnight, Monday to Sunday. Existing designated permit holder only parking places in these roads would be for use by Zone J permit holders and visitor permit holders to park during the controlled hours. In Belmont Road, new zone J permit parking places are proposed where it is safe to do so, without causing obstruction to dropped kerbs or traffic flows.

Aberdeen Road (Nos. 1 to 37 odd & Nos. 2 to 36 even), Belmont Road (Nos. 1 a to 95 odd & Nos. 2 to 78 even), Byron Road, Wealdstone (Nos. 1 to 113 odd & Nos. 2 to 102 even), Canning Road (Nos. 41 to 103 odd & Nos. 42 to 102 even), Grant Road (Nos. 1 to 59 & Nos. 2 to 68 even), Herga Road, Locket Road (Nos. 1 to 35 odd & Nos. 2 to 58 even), Masons Avenue, Oxford Road, Wealdstone, Palmerston Road (Nos. 37 to 95 odd & Nos. 38 to 88 even), Peel Road (Nos. 35 to 89 odd & Nos. 42 to 102 even), Stirling Road, Stuart Road (Nos. 1, 1a, 3 & 5 odd and Nos. 2, 2a & 4 even) and Thomson Road.

4. Proposed extension of Controlled Parking Zone CA
The following roads or parts of roads are proposed to be included in Controlled Parking Zone CA for permit eligibility, which operates for the hours of 10am to 11am and 2pm to 3pm, Monday to Friday. New designated permit holder only parking places in these roads would be provided to allow Zone CA permit holders and visitor permit holders to park during the controlled hours. Permit parking places are proposed where it is safe to do so, without causing obstruction to dropped kerbs or traffic flows. The free parking places in Byron Road, Wealdstone, would be converted to zone CA permit parking places, and would thus be revoked by The Harrow (Free parking Places) (Amendment No.*) Traffic Order 201 *. Proposed additional permit eligibility for Controlled Parking Zone CA -10am to 11am & 2pm to 3pm Monday to Friday Aberdeen Road (Nos. 41 to 53 odd & Nos. 40 to 44 even), Archery Close, Avondale Road, Belmont Road (Nos. 97 to 155 odd & Nos. 80 to 124 even), Borrowdale Avenue, Byron Road, Wealdstone (Nos. 121 to 239 odd & Nos. 104 to 178 even), Cross Road, Wealdstone, Grant Road (Nos. 61 to 85 & Nos. 70 to 92 even), Grasmere Gardens, Kenton Lane (Nos. 459 to 469 odd), Locket Road (Nos. 35a to 171 odd & Nos. 60 to 234 even), Lome Road, Radcliffe Road, Ronart Street, Sancroft Road, Stuart Road (Nos. 7 to 37 odd & Nos. 6 to 50 even), Talbot Road and Warham Road (Nos. 1 to 33 odd & Nos. 2 to 36 even).

5. Permits, if required, would cost the following per household: 1 st vehicle £70, 2nd vehicle £105, 3rd vehicle £140, 4th and subsequent vehicles £175 each. Visitor permits would cost £17.50 per quantity of ten, 50% discount for OAP's.

6. The general effect of the waiting and loading restriction amendment order would be to further amend The Harrow (Waiting and Loading Restriction) Traffic Order 2014, by providing waiting restrictions for the proposed operational zone time yellow lines, and double yellow lines at junctions, bends or narrow sections of roads in the consultation area. The order proposes amendments to existing loading restrictions in Byron Road, Wealdstone, Christchurch Avenue, Herga Road, Locket Road, Masons Avenue, Palmerston Road, and Oxford Road, Wealdstone. The proposed loading restrictions include at any time at the junctions of Byron Road/Oxford Road, and Byron Road/Masons Avenue, and 7am to 10am & 4pm to 7pm, Monday to Sunday, in lengths of Locket Road, Masons Avenue and Oxford Road.

7. The general effect of the parking places amendment order would be to further amend The Harrow (Parking Places) Traffic Order 2014, so as to make provision for all the proposed designated on-street permit parking places, and changes to the existing Zone CA & Zone J zones. The order also proposes to make changes to the existing shared use parking places in Wealdstone Zone CA, and create some shared zone CA & J permit parking places. The proposed changes are as follows:

Proposed shared zone permit holder only parking places Aberdeen Road - 7 existing spaces to be converted for Zone CA & J permit holders only. Proposed shared use parking place changes - Pay & Display & permit holders only
Grant Road - 5 P&D spaces to remain, shared with Zone J permits 7am to Midnight.
Locket Road - 4 P&D spaces to remain, shared with Zone J, with Zone J permits 7pm to midnight.
Masons Avenue - 4 P&D increased to 5, shared with Zone J, including 7pm to midnight.
Montrose Road - 4 P&D spaces to remain 8am - 6.30pm Mon - Sat shared with Zone CA & J permits.
Stuart Road - 11 CA permit spaces to be 8am - 6.30pm Mon - Sat shared with Zone CA & J permits.
Thomson Road (N) - 7 P&D spaces to remain 8am - 6.30pm Mon - Sat shared with Zone J permits.
Thomson Road (South) - 5 P&D spaces to remain, shared with Zone J permits 7am to Midnight.

8. The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, or the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person's "Blue Badge" would apply.

9. A copy of the proposed orders and other documents giving more detailed particulars of the orders are available for inspection between 9am and 5pm Monday to Friday at the Civic Centre, until the expiration of a period of 21 days from the date on which this notice is published. 10. All objections and other representations relating to the proposed orders must be made in writing and received at the address given below quoting reference DP2017-16 not later than 25th October 2017.
