HARINGEY COUNCIL - PUBLIC NOTICE VARIOUS LOCATIONS - PROPOSED INTRODUCTION/ AMENDMENT/REMOVAL OF WAITING AND LOADING RESTRICTIONS AND PARKING PLACES PROPOSED PARKING BAN FROM BARRETT AVENUE N22, RANELAGH ROAD N22, SELBORNE ROAD N22 AND WOLSELEY ROAD N22 FOR COUNCIL OFFICERS AND CONTRACTORS UNDERTAKING SERVICES ON BEHALF OF THE COUNCIL WHO ARE ESSENTIAL SERVICE AND BOROUGH WIDE PERMITS HOLDERS THE HARINGEY (WOOD GREEN CPZ) (PARKING PLACES) (AMENDMENT NO. 4) ORDER 2020, THE HARINGEY (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 88) ORDER 2020, THE HARINGEY (FREE PARKING PLACES) (DISABLED PERSONS) (SPECIAL PARKING AREA) (AMENDMENT NO 1) ORDER 2020 AND VARIOUS CONTROLLED PARKING ZONE AMENDMENT ORDERS T07
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey on 19th May 2020 made the above mentioned Orders under sections 6, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be to: -

a) extend existing double yellow line waiting restrictions operating at any time in Muswell Avenue N10, outside the entrance of Hilldene, near the junction with Alexandra Park Road N10, to be extended by an additional 1.5 metres in length;

b) convert existing single yellow waiting restrictions into a double yellow line restrictions, operating at any time by extending the existing double yellow line restrictions at this location by 6.6 metres in length, in Ossian Road N4, near its junction with Ferme Park Road N4;

c) convert existing resident parking places into shared use, permit and pay by phone operation with a maximum stay period of 2 hours with no return within a period of 2 hours in Woodfield Way N11: -

i. opposite No. 16 Woodfield Way to No. 24 Lynton Gardens;

ii. opposite No. 154 Woodfield Way to its junction with Gordon Road,

d) introduce no stopping restrictions operating 8.30 a.m. to 9.30 a.m. and 3 p.m. to 4.30 p.m. on Mondays to Fridays inclusive into an existing permit holders parking place, currently operating at zone hours, and amend the times of operation of the parking place to operate outside of these times, adjacent to No. 95 Birkbeck Road, N17 in Kings Road, N17;

e) introduce loading restrictions operating at any time, on both sides of the road, at the junction of Birbeck Road, N17 and Kings Road, N17;

f) introduce loading restrictions operating at any time, on both sides of the road, at the junction of Bruce Castle Road, N17 and Kings Road, N17;

g) convert an existing shared use parking place outside No. 33 Forster Road N17, opposite the junction with Chaplin Road, N17, into 3 doctor parking places operating at zone hours;

h) convert an existing permit holders parking place adjacent to No.52 Lordship Lane, N17 in Church Lane, N17 into 3 doctor parking places and 1 permit holder parking place;

i) replace 5.3 metres of an existing shared use parking place with waiting restrictions operating at any time in Bedford Road N22, opposite its junction with Alexandra Park Road N22;

j) remove an existing permit holders parking place adjacent to No. 8 High Street, N8, outside the garage in Birbeck Road, N8, and extend the length of existing double yellow line waiting restriction operating at all times;
k) reduce the length of an existing permit holders parking place outside No. 109 Birbeck Road, N8 by 5 metres and increase the length of the existing double yellow line at this location for this length;
I) reduce the length of an existing parking place opposite No. 10a High Street, N8, in St Mary's Road, N8 by 3 metres and increase the double yellow line waiting restriction operating at any times by this length;
m) reduce the length of an residents parking place by 3 metres and extend the existing double yellow line waiting restriction operating at any time by this length, outside 6 Osbourne Road, N4
n) convert an existing resident parking place into a permit holders parking place in Moreton Road, N15 near its junction with Pulford Road N15, opposite Nos. 1 -24 Moreton Road and adjacent to Nos. 60 and 62 Pulford Road;
o) remove existing single yellow line waiting restrictions opposite No. 17 Meads Road, N22 and introduce a resident parking place 5.5 metres in length;
p) remove a section of an existing shared use parking place, 3.5 metres in
length, and install double yellow line waiting restriction operating at any
time opposite No. 7 Trinity Road, N22; q) remove a solo motorcycle parking place adjacent to No. 734 Lordship
Lane, N22, in Berners Road, N22, and replace it with waiting and
loading restrictions operating at any time; r) introduce loading restrictions operating at any time, on both sides of
the road, at the junction of Cross Lane, N8 and High Street, N8; s) convert an existing pay by phone parking place into a loading parking
place operating 8am-6pm Monday to Friday with a maximum stay
period of 2 hours and no return within 2 hours, outside 159 Tottenham
Lane N8;
t) remove a length of existing single yellow line waiting restrictions outside Nos. 18-20 Elmfield Avenue N8 and extend an existing resident parking place at this location by 7.5 metres in length;
u) introduce a solo motorcycle parking place operating at any time on the footway in Buller Road N22, at its junction with the High Road, outside Spouter's Corner Public House;
v) introduce a ban on parking in Barrett Avenue N22, Ranelagh Road N22, Selborne Road N22 and Wolseley Road N22 by Council officers and contractors undertaking services on behalf of the Council who are holders of essential service permits and borough wide permits, unless there is the need to:
a) transport hazardous chemicals or heavy equipment to and/or from a property;

b) attend an emergency call out.

There would be a maximum time limit of up to 2 hours stay, with a no return to the same road for 2 hours applied to these exemptions. These restrictions would not apply to any permits issued to teachers of schools and ministers of religion located within these roads.
3. Copies of the Orders referred to above, which will come into force on 21 st May 2020, of plans which indicate the locations and effects of the Orders, and of a Statement of Reasons for making the Orders, may be inspected at the reception desk, Alexandra House, 10 Station Road, Wood Green, N22 7TR or can be viewed online, within six weeks of the date on which the Orders were made, at

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it does not comply with the relevant powers of the Road Traffic Regulation Act 1984, as amended or that any of the relevant requirements thereof or of any relevant regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
