CAPWORTH STREET / VICARAGE ROAD, CLYDE PLACE, FARMER ROAD AND BREWSTER ROAD VEHICULAR CLOSURES, PARKING PLACE AND WAITING AND LOADING RESTRICTION CHANGES AND AMENDMENT/
PROVISION OF ONE-WAY AND NO-ENTRY The Waltham Forest (Prescribed Routes) (Leyton No. 5) Traffic Order 2020, The Waltham Forest (Charged-For Parking Places) (Amendment No. 36) Order 2020 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 36) Order 2020
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (the Council) on 16th April 2020 made the above-mentioned Traffic Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Orders will be to continue indefinitely certain provisions of the experimental traffic orders listed in the Schedule to this Notice, which by way of an experiment -

(i) in Clyde Place -

(i) closed to vehicular traffic (except cycles) that part of the highway as extends from a point 5.5 metres north-west of the north-west kerb-line of Sophia Road, north-westward for approximately 3 metres; and

(ii) provided double yellow line "at any time" waiting restrictions across the north-western and south eastern ends of the above closure;

(ii) in Capworth Street -

(i) closed to vehicular traffic (except cycles) that part of the highway as extends from the south-west kerb line of Vicarage Road (northernmost arm) to the north-eastern kerb-line of Vicarage Road (southernmost arm) - for a maximum distance 5 metres between its junction with Vicarage;

(ii) provided double yellow line "at any time" waiting restrictions across the south-western and north-eastern ends of the above closure;

(Hi) prohibited vehicles from proceeding at any time in any direction
other than from south-west to north-east between its junctions
with Vicarage Road and Whitney Road; and (iv) prevented any vehicle (except pedal cycles) entering Capworth
Street where entry to that road is prohibited by a no-entry sign
plate at its junction with Whitney Road;
(iii) in Farmer Road -

(i) closed to vehicular traffic (except cycles) that part of the highway as extends from a point 9 metres north-west of the north-west kerb-line of its easternmost arm, north-westward for a distance of 13 metres; and

(ii) provided double yellow line "at any time" waiting restrictions across the north-western and south eastern ends of the above closure

(iv) in Brewster Road -

(i) closed to vehicular traffic (except cycles) that part of the highway as extends from a point 7 metres south-west of the south-west kerb line of Crawley Road south-westwards for a distance of 3 metres;

(ii) on its south-east side - removed 18 metres of permit parking space adjacent the north-west facing flank wall of No. 73 Crawley Road and replace with double yellow line "at any time' waiting restrictions;

(iii) on its north-west side between No. 26 and 50 Brewster Road converted single yellow line waiting restrictions to double yellow line "at any time" waiting restrictions.

More specific details of the above-mentioned provisions are contained in the notice of making of the original experimental traffic orders as advertised in Waltham Forest News issue 214 dated 22nd Oct 2018.
3. Copies of the Orders, which will come into operation on 16th April 2020 and all other relevant documents can be inspected on request by emailing

enjoy@walthamforest.gov.uk

during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 6 weeks from that date.

4. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
