The Haringey (Prescribed Routes) (No. 4) Experimental Traffic Order 2019 The Haringey (Free Loading Places) (No. 1) (Amendment No. 1) Experimental Traffic Order 2019
. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Haringey ('the Council') on 17th September 2019 made the above-mentioned experimental Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984, as amended ('the 1984 Act').
!. The general effect of the experimental Orders will be to:-
(a) prohibit all motor vehicles other than local buses from entering into MIDDLE LANE N8 at its roundabout junction with Priory Road N8 and High Street, Hornsey N8, between the hours of 7am and 7pm throughout the week;
(b) prohibit all vehicles except pedal cycles from entering into or proceeding at any time in: (i) MIDDLE LANE N8 - between its junction with Park Road N8 and a point 1.5 metres south-west of the north-eastern wall of No. 1 Topsfield Parade; and (ii) WESTON PARK N8 - between the eastern kerb-line of The Broadway N8 and a point 12 metres east of that kerb-line);
(c) prohibit all vehicles except local buses and pedal cycles proceeding in PRIORY ROAD N8 from turning right into MIDDLE LANE N8, between the hours of 7am and 7pm throughout the week;
(d) prohibit all vehicles except local buses and pedal cycles proceeding in HIGH STREET, HORNSEY N8 from turning left into MIDDLE LANE N8, between the hours of 7am and 7pm throughout the week;
(e) prohibit all vehicles except pedal cycles proceeding in the streets listed in column (1) below from turning right into the streets listed in column (2) below at any time:-

prohibit all vehicles except pedal cycles proceeding in the streets listed in column (1) below from turning left into the streets listed in column (2) below at any time:-

(g) prohibit all vehicles except pedal cycles proceeding in the streets listed in column (1) below from entering into the streets listed in column (2) below at any time:-

(h) to suspend the existing 'one-way' restriction in WESTON PARK N8 between The Broadway N8 and Felix Avenue N8 and the accompanying westbound 'no entry' restriction in Weston Park, N8 at the western kerb-line of Felix Avenue N8; and
(i) to suspend the existing loading place in WESTON PARK N8 located on the south-west side at the side of No. 46, The Broadway N8.
Police and emergency services vehicles would be exempt from the above restrictions.
3. Copies of the experimental Orders, which will come into force on 6th October 2019, of the Council's statement of reasons for making the experimental Orders, together with plans and supporting documents showing the location and effect of the experimental Orders may be either:- inspected during normal office hours throughout the period the experimental Orders remain in force, at the Reception Desk, Alexandra House, 10 Station Road, Wood Green, London N22 7TR; or viewed online at
4. The council will in due course be considering whether the provisions of the experimental Orders should be continued in force indefinitely by means of permanent Orders made under section 6 of the 1984 Act. Anyone wishing to object to the making of the permanent Orders or make any other representation regarding the scheme would have 6 months to do so, starting from the date the experimental Order come into force (or, if any of the experimental Orders are varied by a subsequent Order or modified pursuant to section 10(2) of the 1984 Act, from the date that variation Order or modification comes into force), should send a statement in writing to: the Traffic Management Group, River Park House, 1st Floor, 225 High Road, Wood Green, London N22 8HQ or by e-mail to
quoting reference T46. Please note that if you wish to object to the scheme you must state the grounds on which your objection is made.
5. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
6. Anyone wishing to question the validity of the experimental Orders or of any provision therein on the grounds that it is not within the relevant powers of the 1984 Act or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the experimental Orders may, within 6 weeks of the date on which the experimental Orders were made, make application for the purpose to the High Court.
