NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet intend to make the-mentioned Orders under Sections 6, 45, 46, 49,51 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to deter all-day commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected roads, it is proposed to introduce a Controlled Parking Zone in Meadway, Meadway Close, Burnside Close, King Edward Road (between Meadway and Potters Lane), Kingsmead, Hillary Rise, St Mark's Close and Martins Mount EN5. 1. The general effect of the Charged-for ParkingPlacesOrder wouldbeto:
(a) introduce parking places for the use of residents and their visitors in Meadway StMark's Close, King Edward Road and Kingsmead EN5.
(b)provide that the parking places referred to in (a) above would operate between 10am and 11am and 2pm and 3pm Monday to Friday during which motorists will be required to have a valid permit associated with their vehicle, or have avisitor voucher displayed in their vehicle to be entitled to be parked in the parking places.
(c) introduce resident permit holders only 'Past this point' parking areas in Meadway (between No. 91 to 109), Meadway Close, Burnside Close, St Mark's Close (between No. 1a and the cul-de-sac end), Martins Mount and Hillary Rise EN5.
(d)provide that the resident permit holders only 'Past this point' parking areas referred to in (c) above will operate between 10am and 11am and 2pm and 3pm Monday to Friday,during which motorists will be required to have avalid permit associated with their vehicle, or have avisitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.
(e) provide that residents residing in the range of addresses detailed in the Schedule to this notice will be eligible to purchase resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (a) and (c) above.
(f)provide that vehicles displaying avalid disabled badge or motorcyclists will be able to park in the parking places during their controlled periods without need to display apermit or voucher

Please note that permit and voucher charges are subject to review and change and there is a proposal to amend permit charges at present.
2. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order would be to introduce Monday to Friday 10am to 11am and 2pm to 3pm waiting restrictions along certain lengths of Meadway, King Edward Road, Kingsmead and

St Mark's Close where parking places and other existing waiting restrictions are not provided.
3. In order to prevent obstructive parking, improve traffic flow, sightlines and general road safety, the general effect of the Free Order would be to introduce new waiting restrictions and amend existing waiting restrictions in the borough, as follows:

(a) New 'at any time' waiting restrictions would be provided at the junctions of Meadway and Meadway Close EN5; Meadway and Burnside Close EN5; Meadway and St Mark's Close EN5; Meadway and Martin's Mount EN5; Meadway and King Edward Road EN5; Meadway and arm of Meadway leading to No. 109 Meadway; King Edward Road and Kingsmead EN5; King Edward Road and Potters Lane EN5; Kingsmead and Hillary Rise EN5;

(b) New 'at any time' waiting restrictions would also be provided on certain lengths of:

i. Meadway EN5 - south side, between No.83 and No.91 Meadway

ii. Meadway EN5 - north side, between No.20 and No.26 Meadway

iii. Meadway EN5 - south side, between No. 21 and No. 27 Meadway

iv. Burnside Close - east side, by vehicular entrance to Flat Nos. 7to18Burnside Close Loading will be permitted in parking places and Past this Point areas referred to in 1above, and on waiting restrictions referred to in 2and 3above, for up to 40 minutes provided that the loading/ unloading activity was seen to be actively taking place.

Acopy of the proposed Orders, and associated plans of the relevant area and the Council's Statement of Reasons for proposing to make the Orders can be inspected between 9am and 5pm on Mondays to Fridaysinclusive for aperiodof28days from the date on which this notice is published at Reception, Hendon Town Hall,The Burroughs, Hendon, London, NW4 4BG Further information on the proposals may be obtained by visiting
