The article that appeared in last week’s Borehamwood & Elstree Times stated the Three Ways Community Centre received funding in 1999 from Hertsmere Borough Council to run a community centre and bar. (‘Outrage at poor turnout,’ September 9.) The Three Ways Community Association has never received funding from any source to provide its vital and much needed leisure and entertainment services for the residents of Borehamwood.
In 1981, the association made a planning application to the council extend the centre due to the expanding membership which was then granted.
In 1982, a 28-year lease was granted by the council to enable the association to continue providing much-appreciated facilities. This lease contained a break clause, operative seven years after the date the lease was signed.
The council became sole owners of the centre when they invoked the break clause in 1989.
In 1999, as the council was the owner of the land and the original centre, the council provided £785,000 to build a replacement centre to allow the association to continue to provide the facilities enjoyed by residents of Borehamwood. However, the actual funding to run the centre was generated from the hire income from groups using the centre.
