THE council has ignored the benefits of Helioslough's proposed Park Street by-pass in its efforts to show there are better sites, the company's barrister has argued.

Cross-examining the authority's landscape expert Jonathan Billingsleigh, whose analysis shows there are several better locations for a railfreight terminal than the former Handley Page airfield, Martin Kingston pointed out that the inspector hearing the first enquiry concluded that Park Street would be “enhanced” by the project.

He said: “If you had adopted an approach consistent with the inspector then Radlett would have scored more points, wouldn't it?”

M r Billingleigh replied: “I have used criteria on my own judgement.”

Mr Kingston retorted: “You have used your own judgment – that is precisely my point.”

He said this was merely one example of the way Mr Billingsleigh had distorted his study to play down the advantages of the location proposed by Helioslough.
