Skips were filled and graffiti scrubbed from walls in Borehamwood last Wednesday as a multi-agency team tackled crime and disorder as part of an Environmental Action Day.
Shop owners from Shenley Road however complained about the heavy-handed nature of the team that came to discuss the ownership of trade waste bins and rubbish dumped at the back of their premises.
Spokesperson for Hertsmere Borough Council, Catherine Feast, said: "The action days always have a number of people helping out to be able to tackle the problems effectively and shops owners may have been concerned at their huge presence."
Hertsmere Borough Council community services, waste services and environmental health departments joined police, fire service, DVLA and William Sutton Homes to clean up the area.
They started at 8am, removing graffiti from six sites along Shenley Road, then three fly tipping and waste sites on the Farriers Estate and behind Shenley Road shops.
An event the next day outside All Saints Church, in Shenley Road, saw a team from the council, police and Neighbourhood Watch give out advice.
