The roads are in a dire condition everywhere, not just in Herts.
Reasons for this are numerous: extreme weather conditions; wear and tear due to inexorable traffic growth; lack of maintenance - to name a few.
Routine resurfacing of the roads may seem the right answer in principle. But in practice it would prove not only unviable but also a move that would be unwelcome, not least due to the disruption of roadworks and digging up entire sections of highway, reducing it to single lane.
It would also be unrealistic to expect the entire road network to be checked for potholes regularly.
