Plans to turn a shooting ground into a graveyard will be recommended for refusal a second time.

Applicant Claudio Capaldo, of the A1 Shooting Ground, off the A1 between Borehamwood and Barnet, applied to Hertsmere Borough Council for planning permission for the change of use last year.

An initial application in January was refused, prompting Mr Capaldo to submit a second application in May.

The first phase of the project would see the demolition of buildings on the site and construction of 1,600 grave plots for the Jewish community, along with two remembrance halls and a new entrance from Rowley Lane.

Planning officers have again recommended refusing permission, citing the loss of Green Belt land.

The report also states that the modern design of the remembrance halls and large car parking areas would be in conflict with the established rural nature of the area and therefore go against council policy.

The plans will be debated by Hertsmere Borough Council's planning committee at the council's civic offices in Elstree Way, Borehamwood on Thursday, October 16 at 6pm.
