Hightown Praetorian & Churches Housing association is building the 96 new homes in Studio Way for people who cannot afford to buy or rent in current economic conditions.
Thirty-one of the homes will be part of a social rent scheme, 25 will be for shared ownership and a further 29 in are part of a rent to buy scheme.
Homes under social rent schemes are for people on housing lists with Hertsmere Borough Council, who will be able to apply to live in one of the new homes.
Emma Crump, of the housing association, said: “There has been a rise in the demand for social and affordable housing.
“There are several reasons for this including lack of development and people going through a tough economic times.”
The development will be a mixture of flats and houses, of which there will be 17 one bed flats, 41 two-bed flats, six two-bed houses, 17 three bed houses and four four-bed houses.
A further 11 homes for people with support needs will be buit on a site in Castleford Close.
The new homes will be available for people to move into by September this year and are part of more than 500 affordable homes being built in Hertfordshire.
