Police found a man in Alconbury Close, Borehamwood
A man has been arrested on suspicion of stealing a vehicle and drink or drug driving.
Police arrested a 29-year-old man at 9.20pm in Alconbury Close, Borehamwood, on April 21.
When officers arrived, they found a vehicle had hit a parked car.
Police were originally called following reports a vehicle had been driving without a tyre.
A man, of no fixed address, has been arrested on suspicion of possession of a blade, possession of a Class A substance, theft of a motor vehicle, and driving while unfit through drink or drugs.
He has been released under investigation while enquiries continue.
