Three out of control dogs attacked a woman riding her horse towards Radlett.
The incident occurred at 8.05am on Sunday, August 9.
A woman in her 50s was riding her horse along Watling Street, near Salter's Field when three dogs, which were not on leads, attacked the horse.
The horse, which was injured as a result of the attack, ran away from the dogs, across the road and into a nearby bridleway.
Police said the dogs were dangerously out of control and are appealing for witnesses and information about the attack.
One dog is described as a Belgian Shepherd and the other two are described as large, cream-coloured terrier-type dogs.
Police also believe there was a man in a nearby field - they are unsure whether the dogs belonged to him or he witnessed the incident.
The man is described as white, aged between 35 and 45 and was wearing a light blue top, navy shorts and a navy baseball cap.
Investigating officer PC Darren Arbuthnott said: "When the dogs attacked this could have had very serious consequences for the horse rider. Thankfully the horse only sustained minor injuries.
"I would like to speak with anyone who believes they know who the dogs belong to. Equally, I am keen to speak with the man who was seen in the field near where the incident happened."
