New developments could face charges to fund new public services.

Hertsmere Borough Council will be the first authority in Hertfordshire to take advantage of a new community infrastructure levy, charging new developments to fund infrastructure projects.

The scheme was agreed at a full council meeting held this week, and reduces the need to use the current system of planning arrangements between councils and developers known as section 106 agreements.

The levy, which is based on the size and type of a new development, can be used to contribute towards infrastructure that the area needs - such as road schemes, schools, park improvements or a new health centre.

Councillor Harvey Cohen, responsible for planning and localism, said: “We need to ensure we have the right things in place to support new development for our new and existing residents and this move shows that we take this responsibility seriously.”

The charge will apply to most new developments where the proposed increase in floor space is 100 square metres or more.

Costs are due to come into effect on December 1, 2014 and any application which receives planning permission after this date may be liable to pay the fee.
