Hertsmere Borough Council has lifted planning restrictions to allow offices to make way for homes.
The New Horizon building, in Studio Way, Borehamwood, currently houses offices but will be demolished following a council executive meeting.
The borough council's executive last week agreed to lift the restrictions that meant the land could only be used for offices, studios or light industry.
The development of 130 new properties on the land was approved in July 2013 and will include 96 apartments in three five-storey blocks, 34 town houses along with 158 parking spaces and 104 cycle spaces.
