A developer has appealed against a council's decision to refuse permission to demolish two Radlett houses and build five new homes.

Zen Developments' plans to demolish 47 and 49 Homefield Road have twice been refused consent by Hertsmere Borough Council on the grounds of overdevelopment.

The appeal was lodged on February 11 and will be determined on the basis of written representations.
