The portion of council tax residents pay to Elstree and Borehamwood Town Council has been frozen for the coming financial year.
From April, the average Band D household will continue to pay the town council £24.12p per year.
It is the second of the three councils Borehamwood residents pay tax towards to announce the freeze.
Last week, Hertsmere Borough Council voted to freeze the annual council tax bill for 2013, but Hertfordshire County Council are yet to announce their decision.
Mayor of Borehamwood Town Council, Charles Kelly, said: “I am delighted we have been able to freeze council tax again, I hope it comes as good news to our residents.”
